Meeting with Congressional offices to educate them on competitive switching following the July 2016, Surface Transportation Board proposed new regulations that would allow shippers currently served by only one major rail carrier in their region to get access to another railroad under certain conditions.
The introduction of legislation to included clarification language in the 2017 Continuing Resolution appropriations bill on the use of the hours-of-service restart. The language clarified that truckers can continue to operate as they have since December 2014, meaning 34-hour restarts do not need to include two 1 a.m. to 5 a.m. periods and the 34-hour restart option can be used as often as truck operators like. However, the Federal Motor Carrier Safety Administration (FMCSA) is expected to follow the mandate set by Congress in the 2017 appropriations bill to produce a report on the effectiveness of the 2013 restrictions of the hours-of-service regulations, meaning the results of a pending FMCSA study will dictate whether the 2013-implemented regulations will be reinstated.
