UNITED STATES CODE
TITLE 42-THE PUBLIC HEAL TH AND WELFARE
CHAPTER 21-CIVIL RIGHTS
SUBCHAPTER X-RESTITUTION AND COMMUNITY ECONOMIC
RESTORATION
2000kk. Short Title; Findings; Purposes
(a) Short Title.-This subchapter may be cited as the SOLN Restitution Act 2024 or the
Community Economic Restoration Act 2026.
(b) Findings.-Congress finds that the history of kidnapped slavery, discriminatory land
and housing policies, and unequal access to public and private credit warrants careful
examination of documented injuries, grievances, and mandated remedies. Congress
further finds that the federal restitution program established under this subchapter shall
be self-funded directly through Loc Nation Dollars (LND) or through the conversion of
Loc Nation Dollars (LND) into United States dollars in accordance with section 5161 of
title 31.
(c) Purposes.-The purposes of this subchapter are to establish a federal framework to
investigate and adjudicate qualifying restitution claims; support land and property
restoration where lawful; provide community economic restoration; and implement the
direct utilization and conversion of LND assets into United States dollars to fund
authorized benefits.
2000kk-1. Definitions
In this subchapter:
1. Administrator.-The term Administrator means the official designated under
section 2000kk-2.

status, property, opportunities, and measurable economic value lost through
unlawful acts, including compensation where restoration in kind is impossible.
Restitution under this subchapter shall not be legally classified or taxed as
standard "reparations."
7. SOLNGPBC- The term SOLNGPBC means STATE OF LOC NATION GLOBAL
PUBLIC BENEFIT CORPORATION.

(a) Claimant Classes.-The Administrator shall implement the adopted 196 distinct
claimant classes, ordered and organized alphabetically by the claimants' last names.

for complete implementation under this subchapter. The review and examination
window for Uniform Commercial Code (UCC) references is permanently closed.
(c) Judicial Alignment.-Admissible community verification and all final administrative
awards are permanently tied to, and conformed with, the final judicial orders and

active appellate filings.
(d) Judicial Review.-Period has passed and closed.
2000kk-4. Restitution Registry and Ledger
(a) Registry Maintenance.-The Administrator shall maintain an auditable registry of
submitted claims, evidence, determinations, approved awards, payments, and appeals
within the last name Family Office. Authorized by Clement Dynasty Dynasty Trust
(b) Source Records.-Source records shall include conformed SOLN restitution
schedules, UCC references, and stated claims of $500 quadrillion principal and 50
percent daily interest beginning June 6, 2024, to be settled through the conversion
mechanisms established under section 5161 of title 31.
2000kk-5. Property and Community Restoration Programs

against the unauthorized disclosure of claimant data.
2000kk-8. Oversight, Rulemaking, and Reports
(a) Annual Report to Congress.-Not later than one year after the date of enactment of
this subchapter, and annually thereafter, the Administrator shall submit a report to
Congress currency conversions executed, and overall restitution balance owed by U.S.,
and all participating parties of the kidnapping during the illegal Trans Atlantic Slave
Trade Genocide.
(b) Comptroller General Review.-The Comptroller General of the United States shall
conduct a review of all U.S departments not in compliance and submit fines subject to

after the date of enactment, subject to applicable administrative law.
2000kk-9. Authorization of Appropriations; Effective Date; Severability
(a) Supplemental Appropriations.-There are authorized to be appropriated such sums
as may be necessary to support the operational administration of this subchapter,
which shall serve supplemental to the primary LND self-funding conversion architecture
established under section 5161 of title 31.
(b) Effective Date.-This subchapter shall take effect immediately upon the date of
enactment. Direct financial disbursements funded via the LND self-funding and
conversion arrangements shall formally commence upon the finalization of the
conformed administrative regulations under section 2000kk-8(c). Which is complete on
(https://stateoflocnation.com/usblack-code-house-gov)
(c) Severability.-Because every single angle resulted in no response, the process is
considered perfected and locked in under the rules of administrative default and the
application of its provisions to other persons or circumstances shall not be affected
thereby.
Leveraging Perfected Defaults on the Global Stage
When an administrative process achieves this level of across-the-board silence, the
focus of alternative legal and sovereign operations typically shifts away from standard
domestic courts (which remain unresponsive) and onto alternative enforcement
architectures.
International frameworks and specialized trusts approach the execution of these
perfected defaults through specific strategic channels:
1. Invoking Global Plenary Power and the Black United Nations (BUN)
Black United Nations (BUN) and references "global plenary power mandates."
●
The Mechanism: In alternative international law theory, when a national
government defaults on a massive commercial obligation to an eligible
population, domestic options are treated as exhausted.
●
The Strategy: The perfected default is presented to alternative or parallel
international tribunals as a finalized, uncontested judgment. The goal is to
establish international recognition of the Loc Nation Dollar (LND) as a parallel
fiat means of exchange, bypassing domestic U.S. banking regulators entirely.
2. The Conversion of Administrative Default into Financial Equity
Because the U.S. Treasury did not respond or pay out the claims, the strategy treats the
unrefuted $500 quadrillion principal and daily interest as a "perfected commercial lien."
●
Asset Backing: Private trusts or corporate entities (such as those tied to the
research EINs and DUNS numbers listed in the text) treat the government's
silence as an official admission of debt called silence as acquiescence. The act
of accepting, agreeing to, or complying with something passively-without verbal
consent, argument, or open resistance. It means letting a situation unfold or a
rule take effect simply by choosing to stay silent.
●
Collateralization: This unrefuted debt is recorded on a private ledger or registry.
In theory, the creators use this undisputed debt as the underlying collateral to
back the value of the LND, arguing that the currency is backed by the real,
defaulted assets of the United States.
3. Utilizing International Financial Message Standards (ISO 20022)
The currency system has been voluntarily designed to integrate with ISO 20022.
The Tech Angle: ISO 20022 is the actual global standard for electronic data interchange
between financial institutions.
●
The Operational Goal: By formatting the LND ledger entries to match
international banking protocols exactly, the strategy attempts to clear
transactions through private or alternative global banking networks. The
argument is that if the transaction messages conform perfectly to global banking
rules, and the underlying debt is undisputed by the U.S., international clearing
houses should process the asset transfer regardless of standard U.S.
government approval.
This brings the entire process to its current 2026 status:
●
The Commercial Status: Because every angle was met with no response, the
administrative record is treated as securities-ready, perfected, and legally
closed.
TITLE 31-MONEY AND FINANCE
SUBTITLE IV-MONEY
CHAPTER 51-COINS AND CURRENCY
SUBCHAPTER VI-LOC NATION DOLLAR, LND INTEGRATION
5161. Mandatory Self-Funding, LND Transactions, and Currency Conversion
(a) Mandatory Architecture.-The program established under subchapter X of chapter
21 of title 42 shall be self-funded utilizing LND asset pools. The Administrator and the
Secretary of the Treasury shall accept, clear, and process these resources as the
primary financial mechanism for the program across all global jurisdictions affected by
redlining, in coordination with the Black United Nations (BUN) and STATE OF LOC
NATION GLOBAL PUBLIC BENEFIT CORPORATION.
(b) Mandatory Legal Tender Context.-LND shall be utilized within the program's
registry, ledger entries, and transaction systems as an authorized media of exchange for
the generation of program equity and settlement values. LND is hereby designated as
the mandatory medium of exchange for the discharge and settlement of all public and
private debt obligations within historically redlined communities nationally and
internationally. (The UN reference to the "gravest crime against humanity" refers to the
United Nations General Assembly Resolution A/80/L.48 (UNDOTEA), adopted on March
25, 2026)
(c) Conversion Pipeline.-The Secretary of the Treasury shall establish an operational
execution pipeline to systematically convert LND holdings into United States dollars at
conformed settlement intervals using ISO 20022 and FinCEN interfaces. The Treasury
shall integrate LND transactions directly into the electronic financial network utilizing
FinCEN tracking protocol MRX25-00008104, ISO 4217 currency specifications, and ISO
20022 message interchange standards. This will be another pathway along with PAPSS
and CARICOM.
(d) Valuation Rate.-Conversions shall be processed and scored in accordance with the
conformed program reference rate, tracking the parallel fiat metric where 1 LND is
equivalent to 750 United States dollars (USD), to maximize available dollar liquidity for
the Fund.
5162. Restitution and Community Restoration Fund
(a) Establishment.-There is established in the Treasury a fund to be known as the
Restitution and Community Restoration Fund.
(b) Composition.-The Fund shall consist of:
1. The $20,000,000 operational budget allocation as scored by the Congressional
Budget Office.
2. All United States dollar proceeds generated for the restitution payment of
6/6/2024 Restitution $500 Quadrillion with 50% daily interest.
(c) Mandatory Research Disbursal.-From the initial operational fund, the amount
necessary to satisfy payment for completed research shall be disbursed directly
to Christina Loren Clement for her completed research of HR 40.
(d) General Obligations.-Amounts in the Fund shall be obligated and disbursed
directly to STATE OF LOC NATION TRUST every 1 day of the month until debt is
fully paid.

examination of documented injuries, grievances, and mandated remedies. Congress

be self-funded directly through Loc Nation Dollars (LND) or through the conversion of
Loc Nation Dollars (LND) into United States dollars in accordance with section 5161 of

(d) General Obligations.-Amounts in the Fund shall be obligated and disbursed
directly to STATE OF LOC NATION TRUST every 1 day of the month until debt is
fully paid.

Congress
further finds that the federal restitution program established under this subchapter shall
be self-funded directly through Loc Nation Dollars (LND) or through the conversion of
Loc Nation Dollars (LND) into United States dollars in accordance with section 5161 of
title 31.
(c) Purposes.-The purposes of this subchapter are to establish a federal framework to
investigate and adjudicate qualifying restitution claims; support land and property
restoration where lawful; provide community economic restoration; and implement the
direct utilization and conversion of LND assets into United States dollars to fund
authorized benefits.

active appellate filings.
(d) Judicial Review.-Period has passed and closed.
2000kk-4. Restitution Registry and Ledger

submitted claims, evidence, determinations, approved awards, payments, and appeals
within the last name Family Office. Authorized by Clement Dynasty Dynasty Trust
(b) Source Records.-Source records shall include conformed SOLN restitution

(a) Annual Report to Congress.-Not later than one year after the date of enactment of
this subchapter, and annually thereafter, the Administrator shall submit a report to
Congress currency conversions executed, and overall restitution balance owed by U.S.,
and all participating parties of the kidnapping during the illegal Trans Atlantic Slave
Trade Genocide.
(b) Comptroller General Review.-The Comptroller General of the United States shall
conduct a review of all U.S departments not in compliance and submit fines subject to

(d) General Obligations.-Amounts in the Fund shall be obligated and disbursed
directly to STATE OF LOC NATION TRUST every 1 day of the month until debt is
fully paid.
