US Senate Bill 1233 The SBIR/STTR Reauthorization. Advocated for cosponsorship and support of this legislation over the House companion (HR 2965). Requested letter to be sent to conferees advocating for the provisions of the Senate bill be included (next page).
Favor Senate legislation as it provides for the following provisions:
Reauthorizes SBIR for 14 years
Increases 2.5% agency set-aside to 3.5% by 2020 at 0.1% increments per year
Phase I awards increased to $150,000
Phase II awards increased to $1,000,000
Limits VC-owned companies to compete for 8% of agency SBIR awards (18% in NIH)
Includes commercialization pilot project where up to 10% of SBIR funds can be set aside for further technology development, testing and evaluation. This provision allows applicants (Tech-X) to apply for funds for Phase III funding (maximum of $2 million) for commercialization.
Streamlines annual evaluation requirements

HR 2965 SBIR/STTR Reauthorization. Requested modification of legislation to reflect Senate companion (S 1233). Additionally, requested adoption of Markey amendment which provides for an extended reauthorization and places limits on venture capitalist involvement in the SBIR program (amendment ruled out of order).
Opposed the following provisions in the House bill:
Only reauthorizes SBIR for three years. This is not long enough for a business to execute a business plan that includes Phase I and Phase II SBIR awards.
By hugely increasing the size of SBIR awards and by allowing multiple Phase II awards, H.R. 2965 will reduce the number of awards by 50 percent.
H.R. 2965 also moves policy and control of SBIR from the Small Business Administration to the Department of Commerce and the White House. The whole character of SBIR as a small business program will be destroyed if agencies that primarily deal with large businesses control the program.
The bill also shifts the goals of SBIR research the government needs to research that primarily interests VCs and large companies.
With its rural preference, the bill makes the geographic location of an applicant more important than the quality of the applicants research and technology.
